Texas Woman Uses Unleashed Dog To Interrupt 1-Year-Old’s Outdoor Photoshoot

Franci Neely is the latest vigilante to take it upon herself to disturb black people minding their business.

Neely was barefoot and crazy when she went after Kelyn and Isaiah Allen. The couple was using North Boulevard in Houston to capture their daughter, Anja’s, first birthday. While the baby sat near the sidewalk as the photographer snapped away, a disgruntled Neely barraged the shoot. 

The wife of the #Astros owner, Jim Crane, screamed at the family for “blocking the sidewalk” and “trampling grass they pay for.” Even though Franci claimed to care so much about the grass in the “private property,” she never bothered to trouble other people in the area taking pictures. Not only was Neely’s behavior off the leash, but so was her Pomeranian dog. 

Kelyn asked her to restrain her dog as it started to get too close to Anja, but Franci refused. Isaiah recording Franci’s antics didn’t stop her one bit. She went on to try to move the setup of the photoshoot, which frightened the baby who started to cry. She even slapped Isaiah’s camera. 

The family then filed a police report, which led to Houston Public Works explaining to ABC13, “The Broadacres Homeowners Association cannot block the esplanades from public use. Anyone with concerns about members of the public blocking a public right-of-way are asked to call 311.” They also confirmed that the space is not private property.
