Dallas Cop Charged For Arranging Two Murders, Including A Woman Who He Called “Informant”

A Dallas police officer is now on the other side of the law after authorities alleged he orchestrated the murders of two people in 2017.

According to PEOPLE, Bryan Riser, 36 and a 13-year veteran with the city police, faces murder charges that include a charge for the murder of a 31-year-old woman acting as a police informant.

Edgardo Garcia, Dallas’ Police Chief, detailed the allegations against the former officer during a recent press conference, saying that he had hired someone to kidnap and kill Albert Douglas, 61, and Liza Saenz, 31.

One of the three men involved and charged in the killings told prosecutors nearly two years ago that he had information on Riser, the chief added.

The man was a longtime friend of Riser, and they use to rob houses together years before. The two caught up with one another in 2013 when Riser approached him with an offer.

Riser is accused of arranging Douglas’ murder first, paying $3,500 for the killing. The witness said Douglas was abducted in early 2017 and was fatally shot and dumped in the Trinity River. The body was never found.

Two weeks later is when Riser offered him $6,000 to kidnap and kill Saenz. Saenz was shot multiple times, and her remains were tossed in the river. Authorities recovered the remains on March 10, 2017.

In September 2017, police arrested Kevin Kidd, 28, Emmanuel Kilpatrick, 31, and Jermon Simmons, 35, charging all three in Saenz’s slaying.

Riser now faces two murder charges for his role in the killings. He is being held on a hefty $5 million bail.
