Three children have been rescued from an abusive household, one of which was found locked inside a dog cage.
On Thursday, March 23rd, authorities were summoned to a Philadelphia home on Glenview Street at almost 1:00 p.m. Neighbors reported children’s screams coming from the residence. When police arrived, they found two young girls, aged four and five, wandering in the backyard of the house as it rained outside. Both were only wearing diapers. The third child, a 6-year-old boy, was found in the worst condition inside the home, cramped inside a dog cage. He was nude and only had a blanket and pillow with him. Zip ties were keeping the cage door closed.
An elderly wheelchair-bound woman in her 80s, believed to be the children’s grandmother, was found inside the home, as well as a mentally challenged man in his 40s, who is thought to be the kids’ uncle. The grandmother had to be taken from the home via ambulance, but her condition is unknown.
The children’s parents, 30-year-old Michelle Campbell and 31-year-old Paul Weber, were arrested and will now face charges of Endangering the Welfare of a Child and Recklessly Endangering a Person. Residents within the community told local media outlets that the family had problems for a while.
“This has been an ongoing situation,” said Hector Perez, who is the one who initially called 911. “These kids have mental issues. Everybody in the neighborhood knows about it. Cops have been coming here on and off. Nothing has ever been done.”
Two other children who live in the house were not home when law enforcement responded.
