A major shift in how the USA handles food assistance arrived on February 1, 2026. Following the passage of a federal “megabill” last summer, the Supplemental Nutrition Assistance Program (SNAP) now requires more recipients to prove they are working or in training to keep their benefits.
For many, the clock is now ticking; failure to meet these new standards could result in the loss of grocery assistance in as little as three months.
The update significantly expands the “Able-Bodied Adults Without Dependents” (ABAWD) category. Previously, adults over 54 were exempt from certain work mandates, but that protection has been stripped away. Now, adults up to age 64 must document at least 80 hours of work per month. Families are also feeling the squeeze, as the age threshold for children that grants a parent a work exemption has dropped to 14. This means caregivers of high schoolers are now subject to the same strict labor requirements as those without children.
Key Changes to SNAP Eligibility:
• Age Limit Hiked: Able-bodied adults aged 55 to 64 must now meet work requirements for the first time.
• Parental Exemptions Slashed: Caregivers are no longer exempt once their youngest child turns 14.
• Vulnerable Groups At Risk: Previous waivers for veterans, the homeless, and former foster youth have been removed in this new legislation.
• Long-term Impact: Projections suggest over 1 million people will be cut from the program over the next several years.
Advocates are sounding the alarm that these hurdles are too high for those already struggling. Joel Berg, CEO of Hunger Free America, warned that these changes hit the most fragile populations the hardest.
They will lose the food they need,” Berg noted, adding that “There is no plan in place to fix that.” While proponents of the bill claim these measures are necessary to curb “waste, fraud, and abuse,” the reality for many is a looming crisis at the checkout counter.
As these rules go into effect today, the burden falls on the individual to provide the necessary paperwork to the USDA. For those living in shelters or transitioning out of the foster system, providing 20 hours of work a week can be an insurmountable task.
With the 2026 season of these new regulations officially beginning, local food pantries are bracing for a record-breaking surge in demand.
