Donald Trump just put pen to paper on a sweeping executive order aimed at stabilizing the world of college athletics, especially in light of the name, image, and likeness (NIL) shakeups and skyrocketing booster payments.

On July 24, 2025, the White House rolled out a detailed fact sheet on the order, calling it a move to “protect student-athletes and collegiate athletic scholarships and opportunities.” The new directive focuses on preserving non-revenue and Olympic sports, protecting women’s athletics, and drawing a firm line against pay-for-play schemes dressed up as NIL deals.

One of the major changes: universities are still allowed to share revenue with athletes, but it must be done in a way that doesn’t harm women’s or lesser-known sports. Also banned are shady third-party deals that act like professional contracts.
The order also calls on several government agencies to clarify whether student-athletes should be considered employees—an ongoing legal battle that’s reshaped the college sports world over the past few years. It even tasks the FTC and DOJ with stepping in to prevent antitrust cases that could destroy the system as we know it.

Behind the scenes, Trump wants his administration to consult with Olympic and Paralympic leaders to keep the pipeline of world-class talent running through U.S. colleges. This comes after stats showed that 75% of the 2024 U.S. Olympic team came from college sports programs.

So, what sparked all this? According to the White House, the current NIL era is dangerously unregulated. More than 30 states have conflicting NIL laws, creating a messy, uneven playing field. Boosters have allegedly poured tens of millions into football rosters—one team is expected to spend $35 to $40 million this year alone. And with athletes jumping schools every season, smaller programs are losing talent and resources at an alarming rate.

In response to the executive order, NCAA President Charlie Baker issued a statement thanking the Trump administration and calling for bipartisan solutions to protect student-athletes and preserve the spirit of college competition. He emphasized that the NCAA wants to work closely with lawmakers, schools, and athletes to secure the future of college sports.

While some will see this as Trump stepping up for amateur athletes, others question whether this federal involvement can truly protect equity in sports or if it’s just another political play. Either way, the NCAA is all in, and the spotlight on college sports has never been hotter.
