The Black man who was seen on video last year with his hands tied with rope being led down the street by cops on horseback is suing the city of Galveston, Texas, for $1 million.
The photos and video of Donald Neely, 44, sparked outrage last year after going viral. He’s now suing the city and claiming he was humiliated, left with emotional distress and says officers’ behavior was “extreme and outrageous”.
Neely was homeless and sleeping on a sidewalk when the officers on horseback arrested him, tied his hands with rope and led him down the street. One of the officers could be heard on body camera saying the situation looked “bad.”
“Neely felt as though he was put on display as slaves once were,” the lawsuit states.
The lawsuit also says that the officers “knew or should have believed that Neely—being a Black man—being led with a rope and by mounted officers down a city street as though he was a slave, would find this contact offensive.”
