A male warden is currently on trial for running a “rape club” in a California women’s prison.
According to the FBI, in 2021, Ray J. Garcia, 55, was caught with naked pictures of inmates on his government-issued phone at the Federal Correctional Institution in Dublin.
During the beginning statements of Garcia’s trial on seven counts of sexual abuse, the court learned why inmates referred to the incidents done by Garcia and other staff members as a “rape club.”
Based on reports, an inmate named Melissa, whose last name was not revealed, claimed Garcia told her he “wanted to f-k” her and repeatedly showed her naked pictures of himself.
Prosecutors believe that between 2019 and 2021, Garcia digitally penetrated Melissa while forcing her to touch his penis. On other occasions, Garcia would force Melissa into a prison cell or bathroom and insert “half-eaten, sucked-on” candy canes into her vagina.
“He would always talk about his penis,” Melissa said. “He had sexual fantasies, and I allowed it.”
In addition to the sexual abuse charges, Garcia is accused of keeping victims quiet by offering to assist in their early release.
Garcia allegedly sexually abused the women in unmonitored areas of the prison, where he knew there were no cameras.
Since being detained in September 2021, Ray Garcia has asserted his innocence. He was arrested soon after an inmate accused two staff remembers of sexual abuse in 2021, which led the FBI to investigate.
The former warden is the highest-ranking federal prison official to be arrested in more than a decade, and he faces up to 100 years in prison and a fine of $250,000.
The Federal Correctional Institution in Dublin is often referred to as “Club Fed” because it has housed several celebrities, including Patty Hearst, Hollywood Madam Heidi Fleiss, and most recently, Lori Loughlin and Felicity Huffman.
