Trump Administration Weighs New Travel Ban Affecting Haiti, Cuba, and 39 Other Countries

On April 23, 2025, Trump signed an Executive Order establishing a new White House Initiative aimed at promoting excellence, innovation, and long-term growth at Historically Black Colleges and Universities (HBCUs) across the nation. The initiative builds on efforts from his previous administration and reaffirms HBCUs as key pillars in American education, workforce development, and leadership training.
The new initiative, housed within the Executive Office of the President, is designed to expand the reach and impact of HBCUs by enhancing their infrastructure, fostering public-private partnerships, and providing professional opportunities for students in high-demand fields like tech, healthcare, and finance.
Trump emphasized that the purpose of the order is to help HBCUs unlock America’s full potential and secure their place as centers of academic excellence and economic opportunity.
Key Highlights of the Initiative:
• White House-Based Leadership: An Executive Director, appointed by the President, will lead the initiative directly from the White House.
• Two Core Missions:
  1. Strengthening Institutional Capacity: By engaging the private sector and philanthropic organizations, the initiative aims to improve HBCUs’ financial stability, infrastructure (including technology upgrades), and long-term viability.
  2. Enhancing Student Success: This includes support for academic programs, research excellence, innovation, and building pipelines from K-12 into HBCUs.
•Support for Federal Legislation: The initiative supports the HBCU PARTNERS Act, which requires federal agencies to develop plans for how they will engage with and support HBCUs.
• Annual White House HBCU Summit: A yearly gathering will bring together leaders from education, business, and government to coordinate efforts and share best practices.Important Stipulations to Note:
• No New Funding Promised in the Order: While the initiative encourages states to provide matching funds and calls for better access to federal support, the order is subject to the availability of appropriations and does not create any enforceable rights to funding.
• Advisory Board Established: The President’s Board of Advisors on HBCUs, under the Department of Education, will include a mix of business leaders, philanthropists, educators, and current HBCU presidents to guide policy and provide recommendations.
• EPA Advisory Council Terminated: As part of the Executive Order, a previous advisory council on HBCUs and Minority Serving Institutions under the EPA will be dissolved within 14 days.
• Previous Biden-Era Order Revoked: This new initiative replaces a 2021 order issued during the Biden administration, signaling a shift in federal priorities for HBCU engagement.
The Executive Director must provide an annual report to the President outlining progress and making recommendations for improvements. While the order aims to drive results, its implementation depends heavily on collaboration with federal agencies, state governments, private partners, and available resources.
Trump’s latest Executive Order repositions HBCUs as critical drivers of innovation and opportunity. By focusing on career readiness, public-private partnerships, and stronger institutional infrastructure, the administration hopes to ensure these schools continue preparing the next generation of leaders for decades to come.
