A routine ride on Charlotte’s Lynx Blue Line light-rail train turned into a nightmare when 23-year-old Iryna Zarutska, a Ukrainian refugee, was fatally stabbed in an unprovoked attack.
Authorities say the accused, Decarlos Brown Jr., 34, was already well-known to law enforcement with a long criminal history and unstable housing situation. He was arrested shortly after the incident and charged in North Carolina with first-degree murder.
Now the case has escalated. On Tuesday, the Department of Justice announced a federal charge against Brown: committing an act causing death on a mass transportation system. This charge carries the possibility of life in prison or the death penalty if he’s convicted.
The case has drawn national and international attention; not just because of the brutality, but also because the victim had fled Ukraine seeking safety in the United States. Leaders in Charlotte and federal officials have promised to increase transit security in the wake of the tragedy.
Brown remains in custody while both state and federal prosecutors prepare their cases.
