Lawsuit Claims Social Workers in California Placed a Child Rapist in Foster Homes Without Letting Parents Know; Raped at Least Five Boys

Social workers allegedly placed a child rapist in California foster homes without letting parents know.

On July 21, attorney Shawn McMillan claims social workers at Riverside County Department of Public Social Services knowingly placed a violent and sexually deviant boy named David Stephen Jakubowski in five foster homes over the course of six years without telling foster parents about his background. During his stay with the families, Jakubowski reportedly raped at least five boys.

The lawsuit claims there more than half a dozen workers and their supervisor were involved in placing Jakubowski into Inland Empire homes from January 2009 to January 2015, The Mercury News states. Allegedly, none of the workers or officials told the families that Jakubowski had been involved in inappropriate sexual activity with boys since he was 9.

“They had reason to know of his deviant behaviors and propensities, and they just kept moving him around without telling anybody,” said McMillan. According to the state Department of Corrections and Rehabilitation, Jakubowski has been convicted of child rape once as a juvenile and a second time when he became an adult.

Officials at Riverside County DPSS have declined to comment. “While we cannot comment on the specifics of this case due to client privacy, our social workers are dedicated to best practices and are committed to ensuring that foster parents understand the needs and background surrounding each child. Protecting children is our top priority. We are saddened whenever a child suffers abuse or neglect,” said Gene Kennedy, a spokesman for the agency.
