A federal immigration stop turned into a deadly chain reaction that left a respected educator dead and a community shaken. Authorities say the crash happened Monday morning after ICE agents attempted to pull over Oscar Vasquez Lopez during a Department of Homeland Security operation in Savannah, Georgia.

According to the Chatham County Police Department, Lopez did not stop when agents tried to detain him. A pursuit followed, and during that chase, his vehicle collided with Linda Davis, a teacher at Hesse K-8 School.
Officers responded shortly before 7:45 a.m. near Truman Parkway and Whitefield Avenue. Davis was rushed to a hospital but later died from her injuries. Lopez was treated for injuries described as non-life-threatening.
Police arrested Lopez and charged him with first-degree homicide by vehicle, reckless driving, driving without a valid license, and failure to obey a traffic control device. A DHS statement says Lopez is from Guatemala and entered the United States illegally at an unknown time. A federal judge issued a final order of removal in 2024. Local records show he had no prior criminal history in the county.
County officials said they were not notified about the federal operation beforehand and confirmed that local officers were not involved in the chase. Chairman Chester Ellis told WTOC, “I’m saying to the President on down to all of our national leaders, there’s a better way to do this. And I think if you allow us to be at the table to draw out strategies and come up with ways of doing things, we can prevent this.”
Ellis added, “We have a no chase policy, and the no-chase policy is to help protect our citizens more than it is anything else. So there may have been a different way to corner the individual so that he could not run, or that he could not cause the accident that took the life of Dr. Davis.”
Police Chief Jeff Hadley said, “Condolences to the Davis family, Savannah Chatham public schools, and anyone that’s affected by this. As the Chairman stated, this is really unfortunate and more than likely, preventable.”
The school district confirmed Davis’ death and said counselors would be available for students and staff. Hesse K-8 School described her as “a beloved member of our school family, and her loss has affected us deeply.”
Principal Alonna McMullen shared that staff members received guidance on how to support students. “Our teachers and counselors have been briefed on our plans and have received guidelines for discussing about death and reactions to it. There will be district counseling personnel available to students and staff who need special attention and support. We will try to maintain as normal a routine and structure as the situation allows, and we encourage you to do the same.”
Former colleague Aisha Buchanan reflected on Davis’ impact, saying, “She always made you feel like you mattered.”
“Whether they’re a custodian or a teacher, a principal, or even a student, you always matter. And that was her message to everybody.”
