Kamala Harris is raising alarms about Donald Trump’s Project 2025 plan, warning that it is more than a political idea on paper. According to Harris, it is a roadmap for sweeping government changes that would give Trump unprecedented power while putting vulnerable communities at risk. In a recent post on X, Harris said Trump’s Project 2025 playbook would hand him “unchecked and unprecedented legal power to attack our fundamental rights and freedoms.” Her warning comes as more details show that parts of the plan are not just theoretical but are already being put into action.

Harris has been speaking out about Project 2025 since her campaign, telling voters that the blueprint was designed to overhaul government and strip back protections for everyday people. Trump, on the other hand, publicly denied having anything to do with the plan. He dismissed questions about it earlier this year, insisting he didn’t know much about Project 2025 and calling it a distraction. Despite those denials, many of his administration’s moves closely mirror the proposals laid out in the document. That is why Harris is urging people not to be fooled, arguing that the playbook is quietly shaping policy whether Trump claims ownership of it or not.

Project 2025 was developed by the conservative Heritage Foundation and allied groups as a guide for a potential Trump second term. At nearly 900 pages, it lays out in detail how to remake the federal government within the first 180 days, including replacing career government employees with political loyalists, restructuring entire agencies, cutting social programs, and removing protections for marginalized groups. It is being billed by its architects as a plan to “restore order,” but critics argue it would consolidate power in the presidency and roll back decades of progress on civil rights, education, health care, and environmental protections.

What makes Harris’s warning urgent is that this is not just talk. Roughly one-third of the Project 2025 agenda has already been marked as complete. At the top of that list are changes that directly impact working families, particularly Black and Latino households. Medicaid, which provides health coverage for millions, now comes with new work requirements in some states. If people cannot meet those work hours, they risk losing health care. That shift hits Black and Latino families the hardest because they rely on Medicaid at higher rates than other groups.
Cuts to public health and education have also started. The National Institutes of Health reduced indirect cost rates for university research grants, which means less money flowing into public health projects and academic institutions. Schools that serve underrepresented populations are often the first to feel the shortfall. The Department of Education has rolled back protections for LGBTQ+ students by redefining sex as strictly biological and has stopped collecting nonbinary gender data. These actions erase visibility for queer students while leaving Black students in already underfunded school systems with fewer resources and less support.

The military has also been drawn into the playbook. The Department of Defense has deployed active-duty troops and National Guard units to the southern border, intensifying immigration enforcement. This move raises red flags for Black and brown migrants who are already disproportionately targeted by harsh border policies. Even the Census Bureau has been reshaped, with key oversight committees dissolved. When Black, Latino, Native, and immigrant communities are undercounted, they lose federal funding for schools, hospitals, and local programs, making an already uneven playing field even worse.

Beyond what has already been completed, several items are in progress. Diversity, equity, and inclusion programs across federal agencies are being quietly eliminated, stripping away workplace protections and recruitment opportunities for Black and marginalized employees. Funding freezes and reallocations are slowing or reducing resources that would normally flow to HBCUs, housing assistance, and student programs. Early restructuring of Social Security and Medicare is being discussed, with proposals to raise age requirements and limit eligibility. These changes would hit communities of color especially hard because of existing health disparities and economic inequities.

Looking ahead, Project 2025 outlines even more sweeping changes. The plan calls for a full civil service overhaul, firing thousands of government employees and replacing them with political loyalists who would answer directly to Trump. Environmental and workplace protections are on the chopping block, including major rollbacks of EPA regulations and OSHA safety rules. Black and low-income communities, which already face higher exposure to pollution and hazardous work environments, would bear the brunt of these changes. The blueprint also pushes for expanding presidential power under the “unitary executive theory,” which would give Trump direct authority over agencies like the DOJ and FBI. For communities already dealing with over-policing and surveillance, this raises serious concerns about civil liberties.

Harris’s decision to speak out is not just political theater. It is a direct warning that Project 2025 is no longer an abstract idea but a living plan already shaping policy. With about one-third of its goals completed and dozens more in progress, the impact is beginning to show up in health care coverage, school resources, workplace protections, and community funding. For Black families, immigrants, and other marginalized groups, this is not simply about politics in Washington. It is about real changes that hit their wallets, limit their opportunities, and threaten their rights.

As the fight over Project 2025 continues, Harris is making it clear she wants voters to understand what is at stake. She has been warning about this since the campaign trail, while Trump has tried to distance himself publicly. But the policies tell a different story. Whether or not Trump claims responsibility for the plan, enough of it is already in motion to reshape everyday life for millions. For communities of color, the warning is simple: the blueprint is here, and the consequences are being felt right now.
