A 13-year-old kidnap victim was rescued in Southern California when a person noticed her holding up a “help me sign” inside a car, according to police.
Bystanders were in the parking lot when they noticed the girl, allegedly kidnapped early this month from a Texas bus stop, holding up a piece of paper that read “Help me.” They acknowledged the girl and called 911.
On arrival, officers located the girl, who was “visibly emotional and distressed.”
According to a press release from the Long Beach Police Department, a male suspect was detained at the scene. He was identified as 61-year-old Steven Robert Sabalan. He was charged with kidnapping and transportation of a minor with intent to engage in criminal sexual activity.
During the investigation, officers learned that the girl was taken at gunpoint from San Antonio earlier this month. He told the teen, “If you don’t get in the car with me, I am going to hurt you.” Fearing for her safety, she complied.
Sufficient information was collected that suggests the victim was sexually assaulted multiple times while being transported across state lines.
Investigators located a black BB gun in Sabalan’s car. They also found the teen’s note and a pair of handcuffs.
“I want to commend our community members for their vigilance and willingness to get involved by calling 9-1-1. This incident highlights the critical role community members play in keeping people safe,” Chief of Police Wally Hebeish said. “I would also like to acknowledge our officers for their swift response and actions, which led to getting this victim to safety.”
The Department of Children and Family Services took the victim into custody.
According to a press release from the United States Attorney’s Office, Sabalan is scheduled to be arraigned on July 31 in Los Angeles.
