A man seen on video firing a gun near a Black man during the August 12 Charlottesville rally has been arrested, according to reports. Richard, a 52 year old Baltimore area man, was taken into custody after the video went viral and drew criticism online, partly because police were reportedly standing nearby when the shot was fired.
In the video, Richard can be seen in a heated exchange with a Black man who eventually walks away. Richard then fires a gun in the man’s direction. Many viewers were upset that officers on the scene did not act at the time.
Authorities have said officers did not realize a firearm had been discharged, pointing to the noise and music in the area.
Richard is reportedly being held in Baltimore County. He is charged with discharging a firearm within 1,000 feet of a school. Charges are accusations, and he is presumed innocent unless proven guilty.
