A Federal Plaza fire triggered an urgent terrorism investigation Monday morning after authorities said a man ignited an “incendiary device” outside a heavily traveled federal building in Lower Manhattan.
The man reportedly had a history of activity opposing Immigration and Customs Enforcement before the incident unfolded outside 26 Federal Plaza on July 20, 2026. The building houses an immigration court and several federal offices, placing the flames directly outside a complex where employees, attorneys, immigrants, families, and members of the public regularly enter.
Video obtained by ABC News reportedly captured the suspect pouring a liquid outside the building before igniting it. FBI Assistant Director in Charge James Barnacle said fireworks were used to start the blaze.

Authorities described the device as a “makeshift incendiary device” involving fireworks and a flammable liquid. The building entered a shelter in place status as officers secured the area and emergency crews responded.
The speed and location of the Federal Plaza fire immediately raised the stakes. This was not an isolated flame in an empty area. It erupted at the entrance of a major government complex during the morning, when workers and visitors could have been arriving for court appearances, government appointments, and regular business.
Two people suffered minor injuries. Officials identified them as a federal employee and a civilian, both of whom were treated and released.
Barnacle did not soften his description of what investigators believe happened. He called the incident an “anti-government attack on a federal facility.”
That language makes clear why the Federal Plaza fire moved beyond a standard arson response and into the hands of federal terrorism investigators. Officials have not announced that the suspect has been charged with terrorism. However, the FBI New York Joint Terrorism Task Force is investigating the act, its planning, the materials recovered, and the suspected motivation.
In a statement published by ABC7 New York, the FBI said, “This morning an individual deployed an incendiary device outside of 26 Federal Plaza. The individual has been taken into custody and the FBI New York Joint Terrorism Task Force is investigating the incident.”
Authorities also recovered several concerning items from the scene. Barnacle said the suspect possessed an incendiary device, a pellet gun, and a sign reading “ICE Off Our Streets.”
It was also confirmed that investigators were examining a cart that allegedly contained fireworks and airsoft rifles. The difference between the early descriptions shows how quickly information can shift during a developing investigation. Authorities had not publicly identified the man or announced formal charges in the reports available Monday afternoon.
The location gives the Federal Plaza fire an added layer of urgency. 26 Federal Plaza houses the FBI’s New York office along with an immigration court where migrants have previously been arrested after attending hearings.
The New York Federal Plaza Immigration Court is part of the Executive Office for Immigration Review. The court operates on the building’s 12th floor and requires visitors to undergo metal detector and bag screenings before entering. Those procedures show that the complex was already operating under significant security controls before Monday’s fire.
The larger federal complex includes the Jacob K. Javits Federal Building and the James L. Watson United States Court of International Trade. The incident caused street closures, transportation disruptions, and a large emergency response in Lower Manhattan.
The building had already become a highly visible location in the national immigration debate. Protests were held outside the complex during 2025 as immigration enforcement increased. Another emergency unfolded there in August 2025 when envelopes containing an unknown white powder were sent to the floor housing the Department of Homeland Security and the New York ICE field office, prompting an evacuation.
That history does not establish a connection to Monday’s suspect, but it shows why 26 Federal Plaza has remained both a political flashpoint and a demanding security environment.
People have every right to challenge government policy, criticize immigration enforcement, organize demonstrations, and demand accountability. Setting a fire outside an occupied federal complex crosses into conduct that can injure workers, court visitors, protesters, bystanders, and first responders regardless of anyone’s political position.
The Federal Plaza fire could have produced a far more devastating outcome. Two people were injured, flames rose outside a busy entrance, and investigators recovered what authorities described as weapons and additional fireworks. The suspect is in custody, but the investigation into his intent, preparation, and possible criminal charges is only beginning.
