Men Posing as ICE Agents to Kidnap, Rob, and Assault Women — A Growing Threat

Predators are using fake badges and deportation threats to terrorize immigrant women.

Men Impersonating ICE Agents to Target Women Sparks Nationwide Alarm

A disturbing trend is sweeping the country — men impersonating ICE agents to target and terrorize immigrant women. These predators are using the fear and authority tied to immigration enforcement to commit some of the most violent crimes imaginable.

Here’s how it’s going down:

Raleigh, North Carolina
Police say 37-year-old Carl Thomas Bennett rolled up to a Motel 6 wearing the look and using the language of an ICE officer. He allegedly told a woman he could have her deported if she didn’t do what he wanted. The woman says Bennett then sexually assaulted her. He’s now facing multiple charges, including second-degree forcible sex offense.

Prince George’s County, Maryland
In another case, Victor Antonio Reed allegedly posed as an ICE agent to gain the trust of a Latina woman. Once he had her alone, he used deportation threats to control her before raping her. Officials say Reed’s actions were calculated and predatory — specifically targeting women who might fear speaking to police.

Brooklyn, New York
A 51-year-old immigrant woman was robbed of her phone, jewelry, and purse by a man claiming to be from ICE. According to reports, he didn’t stop there — he attempted to rape her before fleeing. Police later confirmed he was not a law enforcement officer at all.

Advocates point out a major problem: real ICE agents often work in plain clothes, sometimes with masks and unmarked vehicles. That makes it almost impossible for a regular person — especially someone afraid of deportation — to tell the difference between a legitimate officer and a criminal impostor.

The Democratic Women’s Caucus and other lawmakers are now calling on the Department of Homeland Security to require all ICE officers to display visible identification and drive marked vehicles. The goal is simple — stop giving predators an opening to exploit fear and confusion for violent purposes.
