Washington, D.C., was preparing to see the National Guard leave after a federal judge ruled that Donald Trump’s National Guard deployment in the city was illegal and had to end. The ruling ordered the troops to be pulled out within weeks and challenged the administration’s claim that a crime emergency allowed thousands of Guard members to patrol the capital without approval from local leadership.
